Technically, there are no restrictions. There are businesses that you can go into -- cookie shop, restaurants, etc. There is some controversy about asking nudists to sit on towels, or have something to sit on. In some areas of San Francisco, the police will ask you to dress because of public nuisance laws. You can't act lewd, but you can be nude.
