I believe that with proper stimulation a woman's breasts will remain perky regardless of whether she wears a bra. The way that I help my wife with this is by sucking on her breasts regularly.
When my heavy-breasted ex-wife started out in nudism, she could only do activities naked for a short while because her breasts would start hurting. So she'd either to cup them, stop and rest; or wrap them up in a sarong. But progressively, her breasts strengthened; and eventually she was able to engage in more strenuous activities without the discomfort. Her big boobs would still flop around; but it wasn't painful. So there is anecdotal evidence that letting the boobs go unconstructed will lead to "stronger tits."
Genetics also play a part. My current wife has petite tits, and they barely sag. She's actually proud of them and will often choose to go braless...because she also doesn't really need a bra. She just lucked out though. Good genetics and no special effort.
Doing chest exercises can also help. Strengthening the pectoral muscles can lift the breasts. But that's going to take a lot of working out.
