Cap d'Agde is a good place. The beach is crowded with 100% nudists and the far end is for sex. I well remember joining a dozen jerking men watching a woman being spit roasted.

The laws....! There are laws against sex on the beach even at Cap d'Agde in France. But who cares? On the far end of the beach there is plenty, all in public view (usually with a circle of wanking men watching).
